Tax Alert:Nationwide Tax Inspection Sweeps Through the Freight Forwarding Industry

In early March 2026, tax authorities across multiple regions launched a special tax investigation campaign targeting the international freight forwarding sector. The industry is now subject to a nationwide, systematic tax enforcement initiative, focusing on violations including the abuse of tax exemption incentives, private-account collections, and improper mixed accounting. This signals a pivotal industry transition from extensive, loosely regulated operations to compliance-driven sustainability.

1. Background

Recently, the Shenzhen Municipal Taxation Bureau issued tax audit notices to a number of international freight forwarders in its jurisdiction, highlighting the long-standing misuse of the VAT exemption policy for international freight agency services and requiring companies to conduct self-inspections and rectify suspected irregular invoicing.

The VAT exemption for international freight forwarding services is a state-level tax incentive for cross-border taxable activities, with clearly defined eligibility limits.

This round of inspections further clarifies that only pure core international freight agency services—such as booking, shipment scheduling, and cross-border transportation coordination without actual carriage or domestic leg services—qualify for exemption.

By contrast, logistics support and business support services including port and terminal operations, loading and unloading, warehousing, customs brokerage, as well as physical logistics services such as domestic transportation and local distribution, are not eligible for tax exemption and shall be subject to VAT at a rate of 6%.

The industry’s common practice of bundling various taxable services into international freight forwarding and issuing consolidated tax-exempt invoices has been explicitly ruled non-compliant.

2. Explicitly Prohibited Conduct

  • Ineligible bundled tax exemption: Consolidating customs brokerage, warehousing, domestic transportation, loading and unloading into international freight forwarding services to issue tax-exempt invoices is deemed non-compliant.
  • Private account settlements: Collecting or disbursing freight charges via personal WeChat, Alipay, or private bank accounts will result in direct disqualification from tax exemption.
  • Commingled accounting: Failure to maintain separate books and independent accounting for tax-exempt and taxable activities will lead to full revocation of tax exemption status.

3. Compliance Requirements

  • Clear business segmentation:
    • Tax-exempt scope: Pure international freight forwarding services only (booking, routing, cross-border documentation, container consolidation, etc.).
    • Taxable services:
      • Customs brokerage, warehousing, loading and unloading – subject to 6% VAT;
      • Domestic trucking and local delivery – subject to 9% VAT.
  • Exclusivity of corporate fund settlements: All receipts and payments must be processed through corporate bank accounts, with complete contracts, shipping documents, and payment vouchers retained.

4. Consequences of Non-Compliance

  • Back payment of taxes and late payment surcharges; delayed rectification will incur additional penalties.
  • Invoice-related violations may result in fines of up to RMB 500,000; serious cases will be referred to judicial authorities.
  • Disqualification from tax exemption, downgraded tax credit rating, and adverse impacts on tax refund processing and credit standing.

5. Industry Implications and Trends

  • Accelerated industry restructuring: Small and medium-sized freight forwarders face a 10%–30% rise in compliance costs, with cash-constrained operators at risk of elimination.
  • Concentration of resources toward leading enterprises: Large, financially standardized and compliant freight forwarders will gain preferential access to premium clients.
  • Risk contagion to cross-border e-commerce sellers: Non-compliant invoicing by partner freight forwarders may render sellers ineligible for input VAT deductions and even trigger linked tax audits.
