In his Policy Address delivered on 25 October 2023, the Chief Executive of HKSAR proposed the following major measures:

"2+1" Policy - Global Investment Promotion Policy

“2”- Attracting investments for two key areas, manufacturing and headquarter enterprise. Focusing on the development of 20 strategic industrial cluster and higher-level headquarter economy.

Foreign Source Income Exemption (“FSIE”) regime – effective from 1 January 2023

The latest international tax standards require a taxpayer benefitting from a preferential tax treatment in a jurisdiction to have substantial economic presence in the jurisdiction, and to establish an explicit link between the relevant income and real activities in the jurisdiction.
