Issues regarding the Administration of Trading Operation in Free Trade Zones and Bonded Logistics Park

State Administration of Commerce and the General Administration of Customs have jointly issued "Circular on Issues regarding the Administration of Trading Operation in Free Trade Zones ("FTZs") and Bonded Logistics Park (BLPs)". The main contents are as follows:

1. Enterprises and individuals registered in FTZs and BLPs can apply for trading rights and distribution rights according to related regulations.
2. Foreign trade operators in the districts have to obey the related laws.
3. Setting up of company in the districts must comply with state's business policy.
4. Existing customes, foreign exchange and tax policies governing trading activities between FTZs and BLPs and non-FTZ areas will continue to apply.

商務部、海關總署近日聯合發佈了《關於保稅區及保稅物流園區貿易管理有關問題的通知》，主要內容如下：

一、 區內的企業和個人可依照相關規定申請取得貿易權、分銷權，並可依法從事相關的
貿易及分銷活動；
二、 區內從事對外貿易經營著應當遵守國家相應管理規定；
三、 區內企業的設立應當符合國家的產業政策；
四、 區內各類企業的稅收、海關監管、外匯管理事項等應當按照國家相關規定辦理。
