The Ministry of Commerce Announced "The management of Imported Good's License"

The Ministry of Commerce has recently announced, "The management of Imported Good's License" and executed since 1st January 2005. In the meanwhile, the Ministry of Commerce and the Customs General Administration have jointly announced the "List of Imported Good's License". The original < The Management of Imported Good's License> issued by the Foreign Trading and Economic Co-operation Bureau (Foreign Trading and Economic Co-operation Bureau Issue No. 22, 2001) would be abolished simultaneously.

Imported license is a legal document of the country's management on the imported goods, which is authorized by the Ministry of Commerce and is distributed to the Permit Affairs Bureau for further distributions. For those imported goods, except regulated by additional rules from PRC Government, the trading enterprise should apply the imported license from issued authority. The Customs will accept declaration and release the goods as long as the trading enterprise posses an imported license.

商務部近日發佈《貨物進口許可證管理辦法》，已於2005年1月1日起正式施行；同時，商務部會同海關總署發佈了本年度的《進口許可證管理貨物目錄》。原對外貿易經濟合作部印發的《貨物進口許可證管理辦法》（對外貿易經濟合作部令2001年第22號）同時廢止。

進口許可證是國家管理貨物進口的法律憑證，由商務部授權配額許可證事務局頒發。凡屬於進口許可證管理的貨物，除國家另有規定外，對外貿易經營者應當在進口前按規定向指定的發證機構申領進口許可證，海關憑進口許可證接受申報和驗放。
