The Ministry of Communications
published its Second Supplementary Regulations on "The Regulations
On The Management of Foreign Investment in Road Transport."
Enterprises with WTO
member status, other economic organizations and individuals are
allowed to establish wholly owned foreign enterprises ("WOFE")
for road transportation (including mergers and acquisitions), cargo
transport, loading/unloading of cargo and motor vehicles repairs
in China.
Other WOFE and Sino-Joint
Venture enterprises are also allowed to engage in the above mentioned
road transportation activities provided that their registered capital
has been fully paid for more than one year.
Starting from 1 January
2005, the franchised bus services companies and non-franchised bus
services companies in Hong Kong and Macau are allowed to engage
in Guangdong-Hong Kong or Guangdong-Macau direct non-stop bus services
in the form of joint-venture enterprises. These enterprises will
provide inter-city passenger bus services in Guangdong, Guangxi,
Hunan, Hainan, Fujian, Jiangxi, Yunnan, Guizhou and Sichuan. The
franchised bus services companies in Hong Kong and Macau are also
allowed to establish WOFE in municipal cities in the mainland to
provide urban passenger public transport and chartered services.
