Notice About Price Adjustment for the Fine Oil by the National Development and Reform Commission

1 With the approval from the State Council, the Development and Reform Commission decision to increase the gasoline price from 26 March 2006 and establish a mechanism to subsidize the minority group and non-profit making organization.

1.1 Increase the mill price of gasoline and diesel oil to RMB300/ton and RMB200/ton respectively.
1.2 Increase the selling price of gasoline and diesel oil to RMB250/ton and RMB150/ton respectively.
1.3 The above price will be effective from mid-night of 26 March 2006.

2 Background information for fine oil price adjustment
2.1 Mismatch of petroleum demand and supply. The imported petroleum account for 40% of the total petroleum consumption in PRC.
2.2 The international market price of petroleum increased substantially
2.3 The price of raw oil is US60 per cask but the fine oil price is US43 per cask.

3 Subsidize the minority group and the non-profit making organization
3.1 Establish a mechanism to subsidize the minority group and the non-profit making organization. Government will subsidize the agriculturist, fishery, forestry who has been influenced by the increase of fine oil price.
3.2 Establish a price linking mechanism for civil aviation, railway and public transportation. The transportation fee, which is under government's monitor, will be increased according to the market situation.
3.3 The influence on taxi-driving industry is comparatively larger regarding the fine oil fee adjustment; hence government will keep adopting the complex measure to reduce the impact:

國家發展改革委關於調整成品油價格的通知
1.0經國務院批准,國家發展改革委決定自3月26日起,適當提高成品油價格水平,同時建立對部分弱勢群體和公益性行業給予適當補貼的機制。
1.1 國家發展改革委通知,將汽油和柴油出廠價格每噸分別提高300元和200元。
1.2汽、柴油零售基準價每噸分別提高250元和150元。
1.3調整後的價格自2006年3月26日零時起執行。


2.0 國家出臺石油綜合配套調價方案的背景。
2.1石油供求矛盾比較突出。我國人均佔有的探明可采儲量大大低於世界平均水平。進口石油已占我國石油消費的40%以上
2.2國際市場石油價格大幅度上漲。
2.3成品油價格與原油價格倒挂。現在進口原油價格已經上升到每桶60美元左右,國內加工後銷售價格只相當於原油每桶43美元左右。
2.4成品油價格調整與部分行業承受能力弱的矛盾日益尖銳。

3.0 如何對部分弱勢群體和公益性行業予以補貼
3.1重點是建立了對部分弱勢群體和公益性行業給予補貼的機制。因成品油提價影響種糧農民、漁業、林業、城市公交增加的支出,由政府給予補貼。
3.2建立民航、鐵路以及計程車和公路客運等運輸價格與成品油價格聯動機制。在企業適當消化燃油漲價影響的基礎上,根據市場情況,對實行政府定價或政府指導價的運輸價格進行適當調整,及時疏導成品油漲價影響。
3.3成品油價格調整,對計程車行業影響較大,繼續採取綜合措施,減緩對計程車行業的影響。
3.3.1依法調整計程車運價或加收燃油附加,
3.3.2清理整頓涉及出租汽車的收費
3.3.3規範計程車企業的管理
3.3.4對出租汽車司機給予臨時性補貼
3.3.5改善出租汽車運營環境,
